Dominion Celebrates Grand Opening of “Phoenix on Park,” Transforming Vacant Rowhomes into 44 New Apartment Homes in Baltimore

Baltimore, MD – April 23, 2026Dominion Properties, a Baltimore-based real estate investment and redevelopment firm, celebrated the grand opening and official unveiling of Phoenix on Park Apartments, a major redevelopment project that has transformed a block of long-distressed rowhomes on Park Avenue into 44 brand-new apartment residences.

“We bought this project in August of 2021, in the depths of COVID. The property was falling apart, and the project was very difficult. To see what this was and what it is today has been a phenomenal journey.” said Fred Lewis, Dominion’s CEO. 

Beyond housing, the development introduces a unique approach to neighborhood activation. The property includes two ground-floor retail spaces offered at $1 per month leases, an initiative aimed at lowering barriers for local entrepreneurs and supporting small business growth. One space is now occupied by SharedSpace Café, providing a collaborative environment for work, meetings, and community use. 

“The city of Baltimore is going to do everything it can to enable our partners like Dominion. To solve our big problems, whether it’s housing affordability or transportation-related issues, having a city that we can all afford to live in requires this and so many more of these,” said Tim Keane during the ceremony, referring to projects like Phoenix on Park. 

Keane emphasized the importance of public-private collaboration, innovative housing solutions, and long-term investment in the city’s future.

“This is easily one of the coolest projects that’s been going on in the district. It is going to be such an asset for this strip,” said Zac Blanchard, Baltimore City Council Member, during the grand opening. “We always hear that Baltimore has incredible bones, and there’s a gap between the potential we have now. That’s definitely true. It is nowhere more true than the West side of Downtown.”
